Justification
Today, there is an increasing focus in purchasing and supply chain management. It is hard to find an organization, large or small that does not understand the importance of procurement and supply chain management, and how successful implementation of this function would have a positive impact on its overall success.
The role of procurement and supply chain management professionals has changed from merely stores management, acquisition of materials, services and equipment to such areas as planning and policy making, motivation, evaluation and control. In Uganda, this increasing focus on procurement led to the creation of the Public Procurement and Disposal of Public Assets Authority (PPDA) , Regulations and Act in 2002. The PPDA Act and Regulations govern procurement in the public sector and have led to many procurement reforms. Reforms in the purchasing function are also being focused on by the private sector in Uganda today. There is therefore need to train professionals in the procurement field to support the increasing focus on purchasing management.
