The Relevance (Why the course is being taught)

JUSTIFICATION FOR THE PROGRAMME 
 
The construction industry in Uganda, involving building and civil engineering works, is undoubtedly one of the fastest growing sectors of the national economy.  The industry has both direct and indirect impacts on other sectors of the national economy.  Losses incurred in the industry due to unavailability of Quantity Surveyors and related skills drain the national economy to the tune of over US $ 200 million annually. This is an unsustainable 
loss for the industry and country at large.  

Moreover, lack of measurement professionals has been the underlying factor triggering several unbecoming practices and occurrences in the 
construction industry such as: unending disputes, poor preparation of bills of quantities, lack  of  cost  planning  and  value  analysis,  unethical  procurement,  absence  of  tender evaluation, poor valuation of work in progress, improper final accounts, 
lack of cost advice and informationduring the construction process, and lack of technical auditing. 

All these have had a devastating effect on the national economy and the social fabric.  Further, the strategic plans of both the Faculty of Technology 
and Makerere University emphasize the need for production of highly qualified  human resources in existing, continuing and 
emerging disciplines in order  to  contribute  to  national  development.  
Strengthening  of courses within the quantity surveying undergraduate degree programme is in conformity with the strategic direction 
of the University and the nation. 

OBJECTIVES OF THE PROGRAMME 
 
The objective of the quantity surveying undergraduate degree programme is to provide students with a sound theoretical and practical base to enable 
them measure, value, cost and  specify  construction  resources, and  to become  active players in  the  rational identification, utilization and  control  of resources within  the construction  industry. 

Graduates of this programme are expected to gain employment in both the private and public sector.  The major input of the revised programme is  totrain quantity surveyors with sufficient skills for the public and private sectors: government ministries, local authorities, departments  and  parastatals,  construction  firms,  and  private  consultancy  firms  offering quantity  surveying  services.  The updated  and  diversified courses  will cross?pollinate existing departments within the Faculty of Technology. 
 
The short and medium term objectives are to:     
 
• create indigenous capacity at Makerere University for training of quantity surveyors; 
• reduce the human resource gap in the quantity surveying profession; 
• incorporate modern methods of measurement, computerized billing, and alternative 
construction  
• improve the gender and generational imbalances in the profession. 
 
The long?term objective is to contribute to poverty alleviation through training of cost management and control professionals for better and more rational use of resource within the onstruction industry in Uganda. 

Laboratory and computer training in the curriculum provide hand?on opportunities to apply knowledge to solving practical 
problems of engineering. There  are  also practical  training  components in the curriculum which introduce students to actual field practice.
